Bound of log10 of regularization parameter \(\lambda\).

\(\lambda\) is defined in the range of this bounds like \(\log_{10}\lambda \in (\log_{10}\sigma_r^2, \log_{10}\sigma_1^2)\), where \(\sigma_i\) is the \(i\)-th singular value.

If users do not specify the bounds for the optimization, this bounds are used by default.
